Analysis carried out in 1931 showed that technical progress is so fast that work should be taken over a new linear aircraft construction. The task was commissioned by the team directed by Engineer Stanisław Prauss.

The plane received the designation PZL-23 and the Karaś name. The project was created in 1931-1932. The plane was determined according to French school, a linear plane. This type of combat machine perfectly passed the exam during the war of Poland with Bolsheviks. The plane was on an ongoing basis and could tactically destroy the detected forces of the enemy. The plane was not supposed to be front because he had to do tasks even far behind the front line over the enemy area. In addition to Strzelecki and Bombing Armament, the plane was to receive a camera and communication radio station.

Three prototypes, 40 serial machines PZL-23A, 210 serial machines PZL-23B were built. The export version of Karasia for Bulgaria had the designation of PZL-43 and was colloquially called Bulgarian Karas. 12 pieces were built, plus another 42 pieces. Airplanes had GNOME-RHONE engines with 900 km and 1 020 km.
