Oleśnica Śląska.
1994.
In 1994, the Technical School in Zamość was closed. That is why the Air Force Engineering Training Center in Oleśnica and the Air Force Technical School in Zamość created the Aviation and Engineering Training Center in Oleśnica. As the only school of this type in Poland, it seemed to have a guaranteed stable and secure future. It soon turned out that these hopes were deceptive.
1995.
At that time, the traditions of training in the Second Polish Republic began to be reached. On April 30, 1995, CSIL (Engineering and Aviation Training Center) in Oleśnica received a certificate of inheritance of Polish aviation and technical education from 1918.
1996.
The school, as proof of its strong ties with the town of Oleśnica Śląska, received a banner from the public. The banner was funded by contributions from residents. The banner was granted in 1996. The handing over was made on March 2, 1996 by the then Minister of National Defense, Stanisław Dobrzański.
2002.
Along with large reductions in the machine park of the Polish Military Aviation, the demand for training technicians serving combat aircraft decreased, which was less and less every year. Finally, on February 13, 2002, by the decision of the Ministry of National Defense, the Aviation and Engineering Training Center was liquidated, and the staff was transferred to Dęblin, where the training of aviation technicians was to be continued. For Oleśnica, this meant the dissolution of the only local university, but also, due to the dissolution of the School Automobile Regiment in 1989. The presence of the Polish Army in the city was further limited.
It had its good points; In 1999, for the purposes of housing construction, the adaptation of the barracks at Wojska Polskiego Street began, and the military possession of land in the city and its vicinity also blocked the construction of a bypass road for some time. (The bypass was commissioned in 2007). But the negative effects prevailed; for local craftsmen and traders it meant the loss of a certain group of consumers, for the city - one of the entities permanently cooperating with the local government. Another element of the post-war traditions of Oleśnica has disappeared. A separate problem was the proper development of buildings after the dissolving School. As early as December 2001, talks were started with the rector of the Wrocław University of Technology to indicate to him the possibility of opening a branch of this technical university in the city. Unfortunately, these efforts were not successful.
Commanders of TOSWL; Col. Kazimierz Burczak from May 1954, Col. Józef Sobieraj, Col. Piotr Kowalczyk, Col. Jerzy Budzisz, Col. Jerzy Słowiński, Col. Jan Lech, Col. Wiesław Kaczmarski, Col. Wiesław Melnarowicz, Col. Andrzej Graczyk until 2002.
Zamość. 1994.
In July 1994, an order of the Ministry of National Defense was issued, pursuant to which the school ceased to exist by December 1995. For 50 years of its existence, the school has trained; 2,411 officers, 1,279 ensigns, 6,310 senior mechanics of non-commissioned officers, 121,052 mechanics of junior professional service specialists and candidates for professional soldiers, 2,639 students of various courses, 2,789 students of civil universities and reserve cadets, 160 students of foreign courses. In total, over 134,000 soldiers were trained in Zamość.
1996.
On January 19, 1996, the last ceremonial assembly of the staff and soldiers of the Air Force Technical School (TSWL) took place. It was led by the last commander, Col. Ryszard Hejny, accompanied by the commander of the air force, Gen. Roman Iwaszkiewicz. Among the invited guests was the Voivode of Zamość, Stanisław Rapa. After the speeches, the school banner was said goodbye. It was donated to the museum. For decades, TSWL has fused with the City. Without the honorary company and the school orchestra in Zamość, there was no celebration. TSWL soldiers have repeatedly worked for the city, building, among others, a bridge over the Łabuńka River. They also represented Zamość in sports arenas all over Poland.
In the area of the barracks in Zamość, the Higher Vocational School was opened, where training of mechanical engineers for civil aviation began. The school was founded on June 7, 2005. Its name is the State Higher Vocational School. Szymona Szymonowic in Zamość, ul. Akademicka 8, 22-400 Zamość.
Further training.
The recruitment of military personnel began by recruiting candidates with higher education from a civilian (after civilian universities) and fluent knowledge of a foreign language, usually English. The candidate is directed to short general military training, and then specialized training in military training centers. In addition, in 2008, the basic military service was abolished and its replacement with the National Armed Forces clearly demonstrated the deepening collapse of Polish Defense. It is difficult to recruit educated people, engineers who worked with aviation during their studies. This is a specific field that covers the strength of aircraft structures, aeronautical materials, aerodynamics, and aircraft engine theory. This is something completely different from general aviation items. We need people educated in this field, but with this specific profile.
Civil training.
After the socio-economic changes, a significant part of the training in Poland went to newly established non-state schools. Many of these schools, as soon as they were established, ended their activities as quickly. Only a few remained on the market. The main reason was the lack of an adequate training base. The aviation school is not only about benches, blackboard and chalk, but most of all a rich technical base.
One of such schools is the Poviat Vocational Education Center. Z. Puławski in Świdnik. PCEZ is one of the largest and most modern schools in the Lublin region. One of the two in Poland with the PART-147 certificate authorizing the training and examination of licensed aircraft maintenance personnel (school professions are: aircraft mechanic technician and avionics technician). PCEZ is a school that continues aviation traditions. Many graduates of the school find employment in PZL-Świdnik Agusta Westland, Navcom Systems, Heliseco, SMF Poland, and other enterprises. The launch of the airport and the development of companies in the Technology Park in Świdnik increases the demand for employees with technical education: mechanics, aviation mechanics, avionics, port and terminal service employees, as well as IT specialists and economists. The Center is recruiting for the aviation mechanics at the Technical School no. 1. Education in this profession is proposed in: two and a half year Supplementary Technical School for adults on the basis of secondary school or in a four-year youth technical school on the basis of lower secondary school.
