Central Airport (National Airport) in Modlin.

In 2003, due to the exhaustion of the transport capacity of the largest civil airport in Poland, Okęcie, plans to build a new Central Airport, sometimes called the National Airport, were revived. Initial work was carried out by analysts who determined that the Polish CAP (Central Airport) should cover an area of 1,300 hectares. A limited use zone of 6,000 hectares is to be created around the airport. The future airport will be equipped with two runways (RWY), each with dimensions of 4,000 m x 60 m, located parallel to each other and 2,000 m apart. The airport was to be constructed in the first class. Okęcie has (2009) 3rd class. The new airport will initially handle 10-20 million passengers, to handle 60-70 million passengers per year by the end of the final construction phase and will handle 400,000 tonnes of cargo per year. (Okęcie serves 6 million passengers and has 200,000 tons of cargo). At that time, the new airport will perform 500,000 take-offs and landings per year, i.e. 56 operations per hour. The airport is to be located between DS (RWY). Access is to be provided by an underground communication system. Also underground has you system; baggage transfer, catering, aircraft refuelling. The access of passengers to / from the aircraft is to be ensured by sleeves. The airport is to handle the largest planes in the world. The construction of the huge terminal will be based on the concept of section buildings, which will grow as the number of passengers checked in increases. The cost of such an investment was to be EUR 2 billion.

In 2004, Modlin, along with Mszczonów, was selected from seven proposed locations. While the airport in Modlin exists and is open, there is no airport in Mszczonów. These choices were very emotional and not everyone accepted them. It turned out that the construction of such an airport in Modlin may result in the need to displace about a thousand families from the vicinity of the planned port. The inhabitants of Wójtostwo, on the western side of the airport, and Cegielnia-Kosewa, on the north-eastern side, would probably be displaced first.

Both in the case of Modlin and Mszczonów, a lot of land will have to be purchased. This would be the responsibility of the Government of the Republic. A draft of a special act in this matter is already being prepared, which will allow for the possibility of expropriation of the most recalcitrant (?) owners.

The Ministry of Infrastructure has set a requirement of about 15 minutes to get to the airport or Warsaw. In order to meet these requirements, it is necessary to increase the capacity of roads running towards the capital for vehicular transport, improve regional rail communication, and even create new fast communication routes. A particular advantage is the Warsaw metro, which is potentially the fastest, collision-free method of transporting passengers to the new airport. In order to use the advantages of the metro as a modern and efficient public transport system, it is necessary to create the Northern Line connecting Warsaw with the National Airport. For road transport, it is the creation of the Legionowo – Nowy Dwór route through the modernization of a section of the road. A new northern section of the route directed to the terminal will be added, probably inserted into the tunnel under the Narew River.

880 hectares of land have been allocated for the construction of the airport in Mszczonów, which is 1/3 smaller than in Modlin (1,300 hectares). The advantage (and according to others, the disadvantage) of the Mszczonów location is the lack of an airport to be demolished, which facilitates the construction of an intercontinental airport. However, the smaller area intended for the airport will force a different, more compact, but not much less efficient layout of runways and terminals. Mszczonów is the highest located town in the entire Mazowiecka Lowland. Thus, fog and precipitation occur less often here than in the neighbourhood. Mszczonów lies next to important communication routes – the planned A2 motorway, overcrowded E8 (Trasa Katowicka), and important railway routes. In addition, Mszczonów is the preferred location for an intercontinental airport by the European Union. This means easier use of more EU funds, but also another dependence of the Republic of Poland on the hybrid that is the European Union. Summing up, foreign capital in Poland would build an airport out of Mszczonów, from which profits would flow to the West.

However, the central plans were ruined. At least for a while. Therefore, the local governments of such communes as Nowy Dwór Mazowiecki and Sochaczew saw their chance in opening Regional Airports for low-cost airlines.

Mazovian Airport. 2003.

In November 2003, at the seat of the Regional Center for Advisory, Agriculture and Rural Development "Poświętne", a letter of intent was signed by parliamentarians, local government officials and businessmen for the location of the airport on the site of the former military airport in Modlin.

In April 2005, the Founding Deed of Port Lotniczy Modlin Sp. z o. o. (Notarial deed drawn up on April 22, 2005), in May 2005, a preliminary Business Plan was presented for the project of launching and operating the airport in Modlin. Already in July 2005, an agreement was concluded between the State Enterprise "Porty Lotnicze" and the Military Property Agency, on the basis of which: the State Enterprise "Porty Lotnicze" purchased part of the land on which the airport project will be implemented. The Military Property Agency and the State Enterprise "Porty Lotnicze" transferred the rights to manage the airport in Modlin to the company Port Lotniczy Modlin. The State Enterprise "Porty Lotnicze" undertook to modernize the airport, and in return the Military Property Agency undertook to transfer further shares in the land.

On October 26, 2006, the Civil Aviation Office (ULC) issued a promise to establish a civil public airport in Modlin, and on November 8, 2006, an agreement was concluded between the Military Property Agency, the "Polish Airports" State Enterprise, the Mazowieckie Voivodeship Local Government and Municipality of Nowy Dwór Mazowiecki regarding the establishment of the Mazowiecki Port Lotniczy Warszawa-Modlin Company, which will continue investments related to the airport. Approximately 1/3 of its shares are held by: Agencja Mienia Wojskowego (in exchange for transferring the ownership of land for the airport to the company, a total of 292 hectares ), "Porty Lotnicze" State Enterprise and the Mazowieckie Voivodeship self-government, which will finance part of the investment by providing the company with PLN 16 million in 2006, PLN 30 million in 2007 and PLN 50 million in 2008. The Nowy Dwór commune holds 5% of the company’s shares. At that time, the cost of the investment was estimated at PLN 200-300 million.

In December 2006, an amended Company Agreement was signed, as a result of which: Change of the name of the company Port Lotniczy Modlin to Mazowiecki Port Lotniczy Warszawa-Modlin Sp. z o.o., change in the ownership structure – currently the Company’s shareholders are: Mazowieckie Voivodeship, "Polish Airports" State Enterprise, Military Property Agency, City of Nowy Dwór Mazowiecki.

At the beginning of 2007, the so-called environmentalists joined the attack. Here we would like to point out that Ecology is not the same as Nature Conservation and Environmental Protection. And once again in the Republic of Poland, the forces behind which foreign capital stands revealed. And once again, the Polish-language Masonic media took the lead in stoking the tension. This time, the pseudo nature guards had the fate of the birds on their conscience. They claimed that expanding the airport would reduce the number of birds in the area. That there will be a greater risk of collisions between birds and planes than at other airports. And that was very interesting. Because since 1936, when the airport exists, it is probably the 70th generation of birds that got used to the noise of airplanes. Fortunately, it was not possible to block the Company’s activities, although 12 months were lost. A revised Environmental Report has been created. In March 2009, the mayor of Nowy Dwór Mazowiecki, Jacek Kowalski, issued an environmental decision for the Modlin airport. It will enable further investment works, so that the airport will be ready by 2012. As a result of comprehensive environmental research, recommendations were made to minimize the investment’s impact on the environment. An environmental decision is consent to the implementation of an investment that may have a significant impact on the natural environment.

The shareholders of the company Mazowiecki Port Lotniczy Warszawa – Modlin are the Military Property Agency – 40.01 percent, the Mazowieckie Voivodeship – 30.60 percent, and the "Polish Airports" State Enterprise – 26.17 percent. and the City of Nowy Dwór Mazowiecki – 3.22 percent. What will the new airport look like? 2009.

According to the business plan published in January 2007, two passenger terminals, a cargo terminal, airport fencing, airport navigation lighting, ILS system, modernization of the RWY, renovation and extension of the RWY to 2,800 m, with a simultaneous narrowing to 60 m, were planned, modernization and widening of the aircraft apron, construction of two expressways from the DS, car parks and ramps to the terminals. The additional grass runway will measure 2,620 m x 300 m.

In March 2009, the new fencing of the aviator was completed, the construction of which started in 2008. The runway required tests to determine the necessary scope of its renovation and modernization.

A railway station is planned at the airport. It is to connect the airport with Warsaw and Okęcie. As part of this project, it will be necessary to lay 5.5 km of new tracks in Modlin, modernize the railway siding, build platforms and a viaduct over the national road No. 62. The costs related to these investments will be covered by the local government of the Mazowieckie Voivodeship. PLN 60 million has been reserved for this purpose in the voivodship’s budget. The local government also does not rule out applying for EU funds for this purpose. The journey between the two ports is expected to take 45-50 minutes.

The cost of the investment is approx. PLN 305 – 400 million. The European Union granted funding in the amount of PLN 76.2 million. The planned capacity of the airport is approximately 1,500,000 passengers per year.

The runway will be equipped with a category I approach lighting system as well as edge and threshold lights, as well as horizontal and vertical markings.

Taxiways (DK). In the initial stage, it is planned to use two sections of the DK-B and DK-D transverse taxiways and the parallel road connecting them along the PPS-1 apron. It is allowed to taxi airplanes on the runway, the so-called back track. Taxiways need to be widened to standard widths of 23+2 x 7.5 m. They will be equipped with edge lighting.

Apron (plane, platform apron) of aircraft parking (PPS). The slab will remain in its current shape, the surface will be renovated. The planes will be positioned in the "on their own" system, enabling passengers to reach the aircraft on foot. In the further development of the airport, the "push-back" system will be possible. The plate will be properly marked and illuminated with projectors.

Navigation aids. It is planned to equip the airport with NDB, DVOR/DME, ILS. A full approach lighting system will also be installed. The runway in both directions will be equipped with a PAPI visual glide path indicator. A mobile tower will be installed at the airport, whose task will be to control the approach and control the apron. The Meteo system will be installed at the tower.

Terminal. The basic cubature facility at the airport will be a passenger terminal with a steel structure and an area of approximately 7,500 m2, with a part on the mezzanine of approximately 2,000 m2. Departures and arrivals will be located on the same level.

Parking lots. At the airport, three car parks with a total of 877 parking spaces were initially planned. Due to the forecasted increase in the number of passengers, the car parks will be extended in the future (to approx. 1,300 spaces).

Hangars. There are three hangars at the airport. A small hangar was intended for the needs of the airport fire brigade. Large hangar no. 1 is planned for the needs of technical services and airport maintenance, while large hangar no. 2 is intended for aircraft maintenance. These facilities require significant modernization works.

Other existing objects. The pilots’ house, the port administration, the boiler room and two transformer stations have been assigned to the appropriate functions provided for in the program. These facilities will be thoroughly reconstructed. MPS (propellant and lubricant warehouse). MPS-1 will be used for the purposes of the civil airport. Due to the time and costs of modernization, in the initial stage it is planned to refuel the aircraft directly from road tankers.

Cargo. In the future, it is planned to build a Cargo Terminal with a capacity of 15,000 tons per year.

Airport data currently. 2009.

The airport is referred to as the Warsaw-Modlin International Airport. It has the ICAO-EPMO code. One RWY with dimensions of 2,500 m x 60 (80) m, in direction 08/26 with asphalt and concrete pavement.

The airport has an area of 579.16 hectares. There are 49 buildings on the site with a total usable area of 17,973 m2. Two fuel depots have tanks with a total capacity of 2,100 m3. There are 3 hangars at the airport, with a total usable area of 10,567 m2 and a volume of 82,000 m3. Two railway sidings. A barracks and office building with a total usable area of 1,336 m2. Two former airports. Paved surfaces with an area of 446,487 m2 and grassy surfaces. The facility is powered by 15 KW electricity, has a water supply and sewage system, two autonomous water intakes and a sewage treatment plant.
